OK, I decided to make this because I liked the material and it WAS a dress that was super big for me so I just wacked it off the bottom and made it into a skirt. But anyway this is kinda a re-style, but these instructions can be used to make a simple skirt starting with regular fabric.
You'll need:
Fabric
(just estimate about how much you need,
by making sure there is enough to wrap around you waist with a 1-2 inch seam allowance)
Scissors
Tailors chalk
Measuring Tape
Pins
1 inch width elastic
Ruler (optional)
First let's take measurements.Take the measusring tape and put it around the thickest part of your hips. Then measure how long you want it by measuring from waist down.
Now mark your hip size onto fabric...
Now mark down from the mark you just made.
Cut using the line for guidance.
Now measure how long you want your skirt. Mine was already pre hemmed, but if yours is not you will need to do this step and I will tell later into the tutorial when to hem.
OK, you should have something like this...
Ok mark 1&1/2 inch down for the top of your skirt. This will be the elastic casing.
Pin up the side...
sew...
Now fold over the casing. I sometimes iron it just to make it easier to work with.
Pin...
Sew, remembering to leave a opening big enough to thread elastic in.

Now, I normally hem it at this point.
Ok take the elastic around your waist to see what feels comfortable and mark.
Now cut where you marked.

Take a safety pin. I like to use a mid sized one, but you can use whichever you like.
And scrunch it as you go
Go all the way around and through out the other side...
safety pin temporaily.
unpin,overlap and sew.
pull on waist the to make all elastic slide in.
Sew it closed.
And you're done!!!!
You can style this with a belt or anything you like. That's what's cool about a simple skirt you can style it in many ways.
